A Town Clock For San Pedro?
BWSL Says Maybe Not
The Mayor of San Pedro Town is
feeling the heat tonight, from public
outcry directed at the construction of a 21 foot town clock, to be
erected smack in the middle of that municipality's downtown area.
Mayor Elsa Paz says she got the
idea whilst visiting the town's
sister city, in Wilmington, North Carolina. The initial construction
which got underway on Monday of this week has sparked a fiery debate
amongst islanders, as to whether a project of the sort should be one of
the Council's priorities.
But besides matters of taste,
timing and town planning, there's a
much larger practical concern. Belize Water Services has gone on record
that any such construction immediately above their water and sewer
lines could pose great risk to the islands utility infrastructure.

"The way it was explain to me on site last week Friday that there would be 4 pre-cast concrete columns and those will saddle our main - both our sewer and water mains in that location. The structure is going to be 7ft sq. right over our infrastructure, so access in the future will be a concern for us." Jim McFadzean "How did you go about determining the location for the clock?" "Well the location - I pass in council meetings several times to find out where we should put this clock. I was the one that said that it will look good in the center of the road because it will get a better view from all the different streets and even the view from the beach front." Jim McFadzean "When you are embarking on such projects, does the council have any technical advice that would have some background in infrastructure and zone planning?" Elsa Paz, Mayor San Pedro Town "Yes, we just had meetings with the central building authority which is the local building authority under the central building authority. we sit down with the person in charge - the representative of the central building authority and with the utilities companies which is Belize Water Services because they did object the project at the beginning because of their pipes but the last meeting we had with them is that we had to move it about 18 inches away from their pipe and it will be OK like that." Jim McFadzean "It's my understanding that they still feel that the project is flawed and it will affect their ability to access those underground lines." Elsa Paz, Mayor San Pedro Town "Yes that was their biggest concern coming from Belize Water Services. But we just had a meeting this morning to finalize. They said that they do not have a problem for us building a clock but you have to be about 18 inches away from the pipes because where we were going to build it was too close to their pipes." And while that meeting this morning has given the council a green light, there's still some lingering doubt being harbored at the headquarters of BWSL. Dave Pascasio, Operations Manager BWS "We can't guarantee what will happen during construction because we don't have anybody out there fulltime looking and overseeing what is happening. It's not our project." "On Monday we wrote to Mayor Paz stating our objections and I even inform her and her representatives that for future - our experience with breaks - that size pipe that is there that there is a huge crater by the time we reach there and that could in itself jeopardize the integrity of their structure once its built and so it's more like 3 fold; damage to our infrastructure, access and even to their structure." But with at least that one hurdle behind them now, the Mayor is looking at tackling the wider issue, which is to try and change public opinion by going on a massive media campaign come next Monday, to try and convince San Pedranos that the towering clock will add value to the tourist destination, rather than take away from it. Jim McFadzean "Some of your residents might say that why go on this educational campaign now after the fact because construction has already begun?" Elsa Paz, Mayor San Pedro Town "They are just doing the foundation part which they had two days working there because of the same problem with the hurricane. It's on hold right now, but on Monday I will go on the morning show and explain to the people. I will always go with what the majority says. First of all it's not the town's money that is financing this project. It's a donation to the town." Jim McFadzean "You are saying as we speak today Friday that that town clock is not set in stone yet?" Elsa Paz, Mayor San Pedro Town "Right now it's just the foundation that will be holding the clock." And while Mayor Paz is going on the offensive, she'll be needing some defence too: there will be a protest against the clock at noon on Monday led by no less than the staff at the San Pedro Sun newspaper. On Thursday Love News reported
on a project that the San Pedro Town Council, headed by Mayor Elsa Paz,
was carrying out on Main Street to
install a clock. The project entails digging holes over
infrastructure
that the Belize Water Services has already installed at the site.
In the previous interview on the matter San Pedro Mayor, Elsa Paz, has said that BWS Operations Manager, Dave Pascacio had only indicated concern over future work at the site and that the San Pedro Project would allow for adequate space for that. Today, however, Pascacio told Love News that the company had rejected the Council’s idea to erect the clock there from day one. Dave Pascasio – Operations Manager, BWS “The initial contact was made by Mr. Guerrero from the Council to our supervisor in San Pedro, Mr. Locke. Mr. Locke then reported to me. Upon initial review of our infrastructure in the area, I thought it necessary to go to San Pedro and meet with the Council. I went there on Friday, unfortunately I did not meet with Mr. Guerrero, I met with the person financing the project and a representative from the contractor. I asked Mr. Steve to give us some more time to further review our infrastructure, but I objected there and then. I don’t have his last name but he said he was financing the project. I objected on two grounds, the construction could pose a threat to our infrastructure so that’s during the construction phase, because they would have to expose our pipes, we have two pipes there both sewer and water main. I asked Mr. Steve to give us until Monday afternoon which was the 24th so we can put our concerns in writing. On the 24th morning I received a call stating that construction had started and that was when I wrote to Mayor Paz stating our objections from the two grounds; during construction our infrastructure could be damaged and after construction because the four columns would saddle our infrastructure, our pipes. If we had a break there we would not have enough access to maintain our pipe if there is a break because of the nature of the soil in San Pedro, by the time we get there is already a big hole and that would jeopardize the integrity of the structure so it was both to look out on their behald and our behalf." Dave Pascasio – Operations Manager, BWS In my conversation with Mayor Paz I used the words catastrophic and devastating. Those were my two words. Marion Ali - Reporter And her response? Dave Pascasio – Operations Manager, BWS “She alluded to the fact that she heard my concern but she thinks I am only objecting for the future, who would be responsible if something happens in the future. Editor,
I am appalled that the Mayor has decided to place an electronic billboard in the center of town with no public consultation. This idea shows a total lack of understanding of tourism in San Pedro. This is not Times Square in New York. Tourists come to San Pedro for the simple village life of Belize. Ask tourists. A simple poll of tourists would show that this is a terrible idea. If Ramon's Village just asked their own guests they would find that they hate the outrageous, out of place, electronic billboard they have near Tropic Air. I am amazed that people have no understanding of their customers. Yes, I am an American born, naturalized Belizean. I know what American tourists are looking for when they come to Belize and it is not Time Square. Disappointed in our leadership, Dr. Ken Mattes Tropical Research & Education Center STOP THE CLOCK!!!!! I can't even imagine what the Mayor is thinking. Seriously, this is not Times Square as someone nicely put it. Please don't change the quaint setting SP exhibits. Let Ramons Village do their own but certainly not in the center of town where tourists come to get the island feel. You've definitely struck out on this one Mayor! Let the people decide!!!
