Politics:
Inclusion at the Highest Level ![]() Press Release - Belize -
March 2, 2011) Thirty years after
independence, the majority of women in Belize continue to face
significant challenges in moving towards parity with men at almost
every level of political leadership and decision-making. There is no
female participation in the House of Representatives and no female
minister. This places Belize in joint last position (131st) on the
Global Gender Gap Index in the area of political empowerment of women,
along with Saudi Arabia, Qatar and Brunei (Ref. The
Global Gender Gap Report 2010).
With the proportion of seats held by women in national parliament being
a critical indicator of Millennium Development Goal (MDG) 3, Belize is
not on course to achieve this MDG.
The exclusion of women at the highest level of decision-making is attributable to a myriad of factors: socio-economic, cultural, and political, all of which coalesce to prevent the inclusion of women in politics. The participation of women in political leadership and decision-making is therefore a requirement as a matter of justice – women represent half of the world's population and are an essential component to any government, which claims to be legitimate, representative, responsive and democratic. In an effort to support improvements in women's political participation in Belize, UNDP Belize and the National Women's Commission have launched a collaborative initiative to: analyze the political and policy context of Belize with special emphasis on developments and issues related to gender; update previous research on the situation of women in Belize; expand the analysis of socio-economic, cultural and political obstacles to political participation; and foster a national dialogue on the issue. The initiative will be guided by an Advisory Committee comprised of representatives from national and international organizations including: the National Women’s Commission, UNDP, UNFPA, the Organization of American States, Embassies of the United States of America, Brazil, Costa Rica and Mexico, the British High Commission, United Democratic Party, People's United Party, Vision Inspired by the People, Women's Issues Network Belize, RSV Media, University of Belize, and the Women’s Department. To launch this partnership officially, UNDP Belize Assistant Resident Representative Francisco Roquette and Ann-Marie Williams, Executive Director of the National Women's Commission will be publicly signing a Memorandum of Understanding (MOU). The signing ceremony will take place at Chateau Caribbean on March 8, 2011 at 3 PM coinciding with the commemoration of International Women's Day. Two weeks ago, Santiago
Castillo Jr. along with Stanley Longsworth Jr.
were both dumped from the executive of the Belize Tourism Board.
Castillo’s firing as vice chairman was sensational because he is a
U.D.P. strongman and financier and the Longsworth family is also
aligned with the party. Well tonight, there is word that two senior
managers at the B.T.B. have also been given their walking papers.
Shakira Oxley-Tsai, who has been with the Board for the past seventeen
years, received her letter this afternoon with no reason given for her
dismissal. You would recall that Oxley-Tsai was promoted to the post of
Acting Director of Tourism during the interim following the departure
of former B.T.B. director Tracey Panton. On Tuesday, Lloyd
Enriquez
was also fired from his post as Registrar of Hotels. Enriquez’s
seat
was still warm when Kevin Gonzalez, took over the office. Gonzalez was
on consultant contract with the B.T.B. and was the Director of Tourism
during the U.D.P.’s previous term in office from 1993-1998. Like
Castillo and Longsworth, the dismissal of Oxley-Tsai and Enriquez was
not designed to inspire confidence in the industry, nor was their
performance under question, instead it appears to be a matter of their
loyalty to the B.T.B. Panton included, a total of five top execs have
been released from the B.T.B. Also of note is that recently a scam was
busted that involved the sale of tour guide licenses. For that another
person was fired.
CH5 Three cops awarded by U.S. for capturing
America’s Most Wanted
In recent times Belize has
become a haven for US fugitives. Many have been captured and handed
over to the United States; in fact, Belize places second globally among
the countries that have sent back the highest number of fugitives. Two
celebrated cases are the arrests of Robert Snyder and Derrick Yancey.
News Five’s Jose Sanchez reports on an award given to police officers,
who played a role to capture America’s Most Wanted.

Martinez were honored with the U.S. Marshals Service Award for
Investigative Excellence because they captured Patrick Brown, one of
America’s Most Wanted Fugitives in February 2010. The Minister of
Police explained how Brown was captured.

“Last year, the US Marshalls Service presented awards to forty law enforcement officers from more than ten countries around the world at the Twelfth Annual International Fugitive Investigators Conference in Toronto, Canada. Three of those officers are here today with us, recipients of these awards. We’re honored to have them here today. We are grateful for all their hard work and proud of their recognition by the Marshall Service. The fugitive that they helped to capture was wanted for stabbing a man to death in Boston back in 1995 and was hiding in southern Belize. However, with the help of the community and these police officers, Patrick Brown was brought to justice. He pled guilty and now faces a mandatory life sentence in prison. Last year alone, fourteen fugitives were returned to the United States with Belize ranking number 2 worldwide in fugitive returns.” Belize used to be American fugitives best kept secret. But the truth is exposed as even John Walsh, the host of America’s Most Wanted was obligated to film an episode in Belize.
