TROPICAL WEATHER DEVELOPMENT

HURRICANE EMILY WAS CENTERED NEAR 23.2N 92.9W OR ABOUT
320 MILES...514 KM...EAST OF LA PESCA MEXICO AND ABOUT
340 MILES... 545 KM...SOUTHEAST OF BROWNSVILLE TEXAS
AT 19/0600 UTC MOVING WNW AT 13 KT.

REPORTS FROM AN AIR FORCE RESERVE HURRICANE HUNTER
AIRCRAFT INDICATE THAT EMILY IS AGAIN BECOMING BETTER
ORGANIZED. WHILE THE MAXIMUM 700 MB FLIGHT-LEVEL
WINDS ARE STILL ABOUT 90 KT...THE WINDS INCREASED
SIGNIFICANTLY IN THE NORTHWEST QUADRANT ON THE LAST
PASS...AND THE RADIUS OF MAXIMUM WINDS DECREASED. THE
INITIAL INTENSITY IS 80 KT...AND THIS COULD BE A
LITTLE CONSERVATIVE. THE INITIAL MOTION IS 300/13.

WITH THE INCREASING ORGANIZATION AND THE RETURN OF
STRONG CONVECTION...CONDITIONS APPEAR FAVORABLE FOR
EMILY TO STRENGTHEN. THE NEW INTENSITY FORECAST CALLS
FOR THE STORM TO REACH CATEGORY THREE STATUS; AND
EMILY COULD MAKE LANDFALL CLOSER TO THE TEXAS/MEXICO
BORDER THAN CURRENTLY FORECAST.

Belize and adjacent waters will experience mainly fair
and sunny for the next 24 hours.

San Pedro and Caye Caulker will experience for the
next 24 hrs: Fair and sunny skies with warm
temperatures. Winds will be 5 to 15 kts. from the
southeast . Shower activity will be isolated.

OUTLOOK: Conditions will remain stable with fair and
sunny weather.

Western and Central Caribbean:

THE UPPER LEVEL MID-OCEANIC TROUGH DOMINATES THE
CENTRAL CARIBBEAN WITH
ASSOCIATED MODERATE SUBSIDENCE AND RELATIVELY DRY AIR
ALOFT SPREADING WESTWARD OVER THE REGION. AN EMBEDDED
UPPER LOW HAS DEVELOPED JUST S OF HISPANIOLA NEAR
15N73W. THIS DRY AIRMASS WILL SPREAD OVER THE W
CARIBBEAN DURING THE NEXT DAY OR TWO.

Eastern Caribbean:

A TROPICAL WAVE IS ALONG 65W/66W S OF 20N MOVING W
10-15 KT. THIS WAVE CONTINUES TO BE DIFFICULT TO
LOCATE DUE TO ITS INTERACTION WITH AN UPPER LEVEL
HIGH. TROPICAL MOISTURE IS BEING ADVECTED OVER THE E
CARIBBEAN RESULTING IN A WIDE AREA OF SCATTERED
SHOWERS/ISOLATED THUNDERSTORMS COVERING THE E
CARIBBEAN ACROSS THE LESSER ANTILLES.
