San Pedro Town Library gets a facelift!









The San Pedro Town Public Library has a new look, and the new mural is courtesy of generous donations and serious fund raising by the Library Committee. Painted by Denroy "Smurf" Norales, Eluterio Carrillo and Elvis Quetzal, the mural is expected to be finished within 1 1/2 days, or by Thursday, July 23.

Northern Road Update
The public is hereby informed that the San Pedro Town Council has begun work for the declaration of the Northern Road. Surveyors have commenced their work assessment and thus the cooperation of the residents of that area is asked and is appreciated.

Sunday- Boca del Rio River Clean- up
On Sunday, July 26 the San Pedro Town Council is spearheading a clean-up of the Boca del Rio River. The clean-up will commence at 6:00a.m. All water vessels are asked to exercise caution while traveling through this area. Nestle` Toll House cookies E. coli alert
While the dengue outbreak is the main concern in the Cayo District, the Belize Bureau of Standards has issued an advisory of an E. Coli outbreak in raw refrigerated pre-packaged cookie dough. The brand of concern at this point is Nestle’ Toll House cookies and while no one has been affected in Belize, seventy persons have been infected in the United States. We spoke to Kenisha Stewart, Consumer Protection and Liaison Officer at the Bureau of Standards and she says they just want the public to be alert.

“On June twenty-second 2009, Center for Disease Control issued an alert for an E. coli outbreak in raw refrigerated pre-packaged cookie dough. So what the Bureau of Standards is doing through their Consumer Protection Unit is just to send out a press release to the public to have them alert of this product and the possible E. coli outbreak. What we also did was to check with the Nestle Agent in Belize. They don’t currently have this product so we’re doing inspections just to ensure that smaller merchants don’t have it also in stock.”

“I think the main concern was Nestle Toll House. At this time it’s still a voluntary recall. However, if someone from the public does consume this product and they develop diarrhoea or cramps, the advice is to see a doctor right away. It’s not a mandatory recall so it’s really still up to the consumer to take the chance if they would want to purchase the product noh.”
Consumers and importers are being advised to be vigilant of raw refrigerated pre-packaged cookie dough originating from the United States, Bahrain, Bermuda, Kuwait, Qatar, Saudi Arabia and United Arab Emirates. CH5

Who sits on NEAC?
Development projects that have any impact on the environment attract their own share of controversy. And this time the complaints are coming from the Placencia Citizens for Sustainable Development. And as much as it has to do with the Placencia Marina Ltd that can accommodate as much as two hundred boats , the group is railing with the Department of the Environment, which it claims does not want to disclose the names of the new members of the National Environmental Appraisal Committee. According to Mary Toy, Co Chair of the Placencia group, the D.O.E. is keeping the Committee in secret.

“Our issue is with the Department of Environment because at a meeting we were at last week on Thursday to discuss a proposal of a two hundred and ten slip marina on the northern Peninsula, D.O.E. was going through the E.I.A. process and they pulled out the slide of the members of the NEAC Committee which was a listing of the names of the position of who was supposed to be on NEAC or that person’s representative. So we asked for the actual names of the people that were on the committee and Mister Mai from D.O.E., told us that D.O.E. would not release the names because NEAC committee members did not want their names publicly known. At the same meeting the audience was being videotaped plus if you make a comment you have to give them your name first and who you represented. So NEAC, which is a public committee that is in charge of approving or denying any project that comes before D.O.E. that requires environmental approval, doesn’t want us to know who they are.”
“The two hundred and ten slip Marina that will hold boats of up to two hundred feet has been proposed by Placencia Marina Ltd. who the principals are, we believe, the same as those that own the Placencia Hotel and Resort, Copal Beach and Rondeveau Caye. This project is in about a mile and a half distance of the Aero Macal Marina which has been approved for four hundred boats of up to hundred feet in length. If NEAC approve the new marina, that will mean there will be boat slips for six hundred and ten boats on the Northern end of the Placencia Peninsula. That’s a lot of slips and we do not think that the Peninsula and the sites along the peninsula like Laughing Bird Caye, Gladden Spit, the Silk Cayes, can sustainably accommodate six hundred and ten boats with an average of, lets be very conservative three people per boat.”

When we checked on the composition of the Commission, we found nothing sinister. According to the 2007 amendment to the Environmental Impact Assessment, the NEAC is headed by C.E.O.s of government departments or their nominees. The Committee includes the Chief Environmental Officer, the Lands Commissioner, the Director of Health Services; the Chief Forest Officer; the Fisheries Administrator; the chief meteorologist; the director of petroleum and geology and GOB’s chief engineer. Also serving on the committee are three experts nominated by the D.O.E., a representative from a tertiary level institution in Belize; two N.G.O.s or representatives from the private sector and one person named by the Minister.CH5
New Justices of the Peace sworn-in
Thirteen persons were sworn in on Tuesday, 21st July, 2009 as Justices of the Peace bringing to a total of almost three thousand (3,000) Justices of Peace (JP’s) in the country.   In addition there are about 250 Senior JP’s.
The names of the new JP’s are as follows: Cornelius Bertie Caliz, Cecelia Epifania Ramos, Bernice Ann Mariano, Aaron Bruno Ramos, Eleanor Yolanda Usher, Nicholas Alvin Partis, Gladys Cadogan Jackson, Noreen Patricia Gutierrez, Andre Francis Kuylen, Paul Ananias Williams, Winston Flores, Thomas Felix Alvarez, and Althea Cyrilla Joseph.
The Belize District has the most JPs – 1,225, 575 in Cayo District,475 in Corozal, 325 in Stann Creek, 275 in Orange Walk, and 100 in Toledo. There are also 30 Overseas JP’s.
Justices of the Peace are appointed by the Attorney General.
Justices of the Peace have power to preserve the peace, receive complaints in respect of summary convictions or indictable offences, issue warrants for apprehension, remand persons charged with offences, issue search warrants, and to administer oaths.
